Executive Decree № 1007
A DECREE INSTITUTING A FRAMEWORK OF GOVERNANCE FOR BASIC MAGICAL EDUCATION, GAMES AND SPORTS, ESTABLISHING AUTHORITY AND ACCOUNTABILITY, RENAMING THE DEPARTMENT OF MAGICAL GAMES AND SPORTS AS THE DEPARTMENT OF MAGICAL EDUCATION, GAMES AND SPORTS, AND FOR OTHER PURPOSES
SECTION 1. Short Title. – This Decree shall be known as the “Governance of Basic Magical Education, Games and Sports.
SECTION 2. Purposes and Objectives. – The purposes and objectives of this Decree are:
(a) To provide framework for the governance of basic magical education, games and sports which shall set the general directions for education, games and sports policies and standards and establish authority, accountability and responsibility for achieving higher outcomes;
(b) To define the roles and responsibilities of, and provide resources to, the incorporated offices which shall implement magical education, games and sports programs, projects and services;
(c) To make magical schools the most important vehicle for the teaching and learning of the Ministry’s values;
(d) To ensure that magical schools receive the kind of focused attention they deserve and that magical education, games and sports programs, projects and services take into account the interests of all members of the Ministry;
(e) To enable magical schools to reflect the values of the Ministry by allowing teachers/learning facilitators and other staff to the flexibility to serve the needs of all learners;
(f) To improve magical schools and to provide the means by which these improvements may be achieved and sustained; and
(g) To establish magical schools as facilities where members are able to learn a range of core competencies prescribed for magical education, games and sports programs or where the members are provided alternative learning magical education, games and sports programs.
CHAPTER 1
Governance of Basic Magical Education, Games and Sports
SECTION 3. Principles of Shared Governance.
(a) Shared governance is a principle which recognizes that every unit in the education, games and sports bureaucracy has a particular role, task and responsibility inherent in the office and for which it is principally accountable for outcomes;
(b) The process of democratic consultation shall be observed in the decision-making process at appropriate levels. Feedback mechanisms shall be established to ensure coordination and open communication of the offices it incorporates;
(c) The principles of accountability and transparency shall be operationalized in the performance of functions and responsibilities at all levels; and
(d) The communication channels of offices it incorporates shall be strengthened to facilitate flow of information and expand linkages for effective governance;
SECTION 4. Governance. – The Department of Magical Games and Sports shall henceforth be called the Department of Magical Education, Games and Sports. It shall be vested with authority, accountability and responsibility for ensuring access to, promoting equity in, and improving the quality of basic magical education, games and sports.
SECTION 5. Powers, Duties and Functions. – The Head of the Department of Magical Education, Games and Sports shall exercise overall authority and supervision over the operations of the Department. In addition to his/her powers under existing laws, the Head of the Department of Magical Education, Games and Sports shall have authority, accountability and responsibility for the following:
(1) Formulating magical education, games and sports policies;
(2) Formulating magical education, games and sports plans;
(3) Formulating magical education, games and sports standards;
(4) Monitoring and assessing outcomes;
(5) Undertaking magical education, games and sports research and studies;
(6) Enhancing the employment status, professional competence, welfare and working conditions of all the personnel of the Department.
CHAPTER 2
Attachment of the Wizarding Examinations Authority
SECTION 6. Attachment of the WEA. - All functions and activities relative to the conduct of giving Ministry’s Application Exam, Ordinary Wizarding Level, Nastily Exhausting Wizarding Test, Professional Teachers’ Placement and Application Exam shall be administered by the Wizarding Examinations Authority.
CHAPTER 3
Attachment of the High Inquisitorial Squad
SECTION 7. Attachment of the HIS. – This Squad shall conduct formal inquiry to all personnel and students thereof. In addition to his/her powers, he/she shall have authority, accountability and responsibility in checking lesson plans of the teachers, formulating new grading systems and maintaining the standards of a magical school.
CHAPTER 4
Amendment
SECTION 8. High Inquisitorial Squad. – Section 12, Article IV of the 2007 Wizardry Constitution provides that the Department Head shall be the head of offices it incorporates. Through this amendment, this High Inquisitorial Squad shall be subjected to the exemption of the constitutional law. Therefore, the Head will be called as High Inquisitor which to be posted by the Minister of the Ministry of Magic.
CHAPTER 5
Final Provisions
SECTION 9. The Head of the Department of Magical Education, Games and Sports shall submit to the Minister of the Ministry of Magic the proposal of activities, projects and programs pertaining to magical education, games and sports. All activities, projects and programs will not be instituted unless approved by the Minister.
SECTION 10. Rules and Regulations. – The Head of the Department of Magical Education, Games and Sports shall promulgate the implementing rules and regulations within ninety (90) days after the issuance of this Decree: Provided That, Head of the Department of Magical Education, Games and Sports shall fully implement the principle of shared governance within two (2) years after the issuance of this Decree.
SECTION 11. Separability Clause. – If for any reason, any portion of provision of this Decree shall be declared unconstitutional, other parts or provisions hereof which are not affected thereby shall continue to be in full force and effect.
SECTION 12. Repealing Clause. – All laws, executive decrees, executive orders, rules and regulations, part or parts thereof, inconsistent with the provisions of this Decree, are hereby repealed or modified accordingly.
SECTION 13. Effectivity Clause. – This Decree shall take effect one (1) day following the first ever appointment of the Head of the Department of Magical Education, Games and Sports.

OBSERVANCE ON THE ACCOUNTABILITY OF PUBLIC OFFICIALS
WHEREAS, the 2007 Wizardry Constitution guarantees that there shall be an impeachment;
WHEREAS, Article II, Section 19 of the Wizardry Constitution does not clearly states who are covered or removable by impeachment;
NOW, THEREFORE, I, Rufus Scrimgeour, Minister of the Ministry of Magic, by the executive powers vested in me by law, do hereby order:
SECTION 1. Public office is a public trust. Ministry officials and other employees and staff must at all times be accountable to the members, serve them with utmost responsibility, integrity, loyalty, and efficiency, act with patriotism and justice, and lead modest lives.
SEC. 2. The Minister, the Senior Undersecretary, the Junior Assistant, the Advisor, the Members of the Legislative Department, the Members of the Constitutional Commission, the Members of the Wizengamot Administration Office, and the School Headmasters and Headmistress and its Deputies may be removed from office, on impeachment for, and conviction of, culpable violation of the Constitution, perjury, bribery, graft and corruption, other high crimes or betrayal of public trust. All other employees and staff may be removed from office as provided by law, but not by impeachment.
SEC. 3. (1) The Legislative Department shall have the exclusive power to initiate all cases of impeachment.
(2) No person shall be impeach unless approved or with concurrence of the majority of its members.
(3) The Legislative Department shall promulgate its rules on impeachment to effectively carry out the purpose of this section.
(4) When sitting for an impeachment case, the legislators shall be on oath or affirmation. The Chief Warlock of the Wizengamot shall preside, but shall not vote.
(5) In case there shall be a tie of votes, the Chief Warlock of the Wizengamot shall vote.
SEC. 4. After he/she has been impeached, The Chief Warlock of the Wizengamot shall decide what position(s) will be forfeited.
SEC. 5. This Executive Order shall take effect immediately.

secretary or, in case of his/her inability, the Junior Assistant or the Advisor shall become the Minister to serve the unexpired term.
The Legislative Department shall, by law, provide who shall serve as Minister in case of death, permanent disability, or resignation of the Acting Minister. He/she shall serve until a Minister shall have been qualified and appointed, and be subject to the same restrictions of powers and disqualifications as the Acting Minister.
Sec. 9. Whenever there is a vacancy in the Seat of the Senior Undersecretary, Junior Assistant, or Advisor during the term for which he/she was appointed, the Minister shall appoint a Senior Undersecretary, Junior Assistant, or Advisor from the Members of the Legislative Department with the express consent of the Commission on Appointments.
Sec. 10. Whenever the Minister writes his/her written declaration that he/she is unable to discharge the powers and duties of his/her office, until he/she writes a written declaration to the contrary, such powers and duties shall be discharged by the Acting Minister.
Sec. 11. In case of serious illness of the Minister, the public shall be informed of the state of his/her health.
Sec. 12. Appointments extended by an Acting Minister shall remain effective, unless revoked by the appointed Minister, within seven days from his assumption or resumption of office.
Sec. 13. The Minister shall nominate and, with the consent of the Commission on Appointments, appoint the department heads, heads of offices, school headmasters or headmistress, high inquisitors, commissioners and other officers whose appointments are vested in him/her in this Constitution.
Sec. 14. The Minister shall have control of all the Legislative Departments, Constitutional Commissions, Bureaus, Offices and
Sec. 15. The Minister shall be the Commander-in-Chief of the Magical Law Enforcement Squad and whenever it becomes necessary, he/she may call out such forces to prevent or suppress lawless violence, invasion or rebellion, when the public safety requires it, he/she may for a period not exceeding sixty days, suspend the privilege of the writ of habeas corpus or place the entire community under martial law. Within forty-eight hours from the proclamation of martial law or the suspension of the privilege of the writ of habeas corpus, the Minister shall submit a report or in writing to the Legislative Department. The Legislative Department, voting jointly, by a vote of at least a majority of all its Members, may revoke such proclamation or suspension, which revocation shall not be set aside by the Minister. Upon the initiative of the Minister, the Legislative Department may, in the same manner, extend such proclamation or suspension for a period to be determined by the Legislative Department, if the invasion or rebellion shall persist and public safety requires it.
The Wizengamot may review, in an appropriate proceeding filed by any wizard or witch, the sufficiency of the factual basis of the proclamation of martial law or the suspension of the privilege of the writ of habeas corpus or the extension thereof, and must promulgate its decision thereon within thirty days from its filing.
A state of martial law does not suspend the operation of the Constitution.
The suspension of the privilege of the writ of habeas corpus shall apply only to persons judicially charged for rebellion or offenses inherent in, or directly connected with, invasion.
During the suspension of the privilege of the writ of habeas corpus, any wizard or witch thus arrested or detained shall be judicially charged within three days, otherwise he/she shall be released.
Sec. 16. Except in cases of impeachment, or as otherwise provide in this Constitution, the Minister may grant reprieves, commutations, and pardons, and remit fines and forfeitures, after conviction by final judgment.
He/she also have power to grant amnesty with the concurrence of a majority of all the Members of the Legislation.
Sec. 17. He/she have powers to create new legislative departments, constitutional commissions, bureaus, and or offices.
Sec. 18. The salary of the Minister of Magic shall be 100 Galleons.
ARTICLE VI
JUDICIAL DEPARTMENT
Section 1. The judicial power shall be vested in the Wizengamot.
Sec. 2. The Legislative Department shall have the powers to define, prescribe, and apportion the jurisdiction of the Wizengamot.
Sec. 3. The Wizengamot shall be composed of a Chief Warlock, Minister, Head of the Department of Magical Law Enforcement sitting its ex officio composed of 3 members.
Sec. 4. The Wizengamot shall have the following powers:
1. Order a change of venue or place of trial to avoid miscarriage of justice.
2. Promulgate rules concerning the protection and enforcement of the constitutional rights, pleading, practice and procedures in the court.
Sec. 5. The Wizengamot shall have administrative supervision over the court and the personnel thereof.
Sec. 6. No muggle and half-blood status shall be appointed of the Wizengamot Administration Office.
Sec. 7. A member of the Wizengamot Administration Office shall be at least fourteen years of age, and has a grade not lower than ACCEPTABLE (A) in any wizarding school.
Sec. 8. The members of the Wizengamot Administration Office shall be appointed by the Head of the Department of Magical Law Enforcement.
Sec. 9. The salary of the Chief Warlock of the Wizengamot and other presiding officers shall be 80 Knuts every hearing.
Sec. 10. The member of the Wizengamot Administration Office shall hold office during good behavior until resignation.

PREAMBLE
We, the sovereign witches and wizards, imploring the aid of Merlin the Great, in order to build a just and humane Ministry and establish a Government that shall embody our ideals and aspirations to promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity, the blessings of democracy under the rule of law and a regime of fidelity, bravery, and integrity, do ordain and promulgate this Constitution.
ARTICLE I
COMMUNAL TERRITORY
The communal territory comprises of the wizarding places such as magical houses, schools, streets, towns, and muggle-related places consisting of its terrestrial, fluvial and aerial domains.
ARTICLE II
BILL OF RIGHTS
Section 1. No person shall be deprived of life, liberty, or property without due process of the Ministry of Magic, nor shall any person be denied the equal protection of the laws.
Sec. 2. The right of the people to be secure in their persons, houses, papers, wands and brooms against unreasonable searches and seizures.
Sec. 3. (1) Privacy of parcel and parchment shall be inviolable except upon lawful order of the Ministry of Magic or when public safety is concerned.
(2) Any evidence obtained in violation of this or the preceding section shall be directly imprisoned in Azkaban.
Sec. 4. The liberty of abode and of changing the same within the limits prescribed by the Ministry and of the Minister. Neither is the right to travel being except in the risk of magical security. Thus, any transportation magically in the land of the muggles shall be punished accordingly.
Sec. 5. The right of people to information on matters in public concern shall be recognized. Thus, subject to such limitations provided by the Ministry.
Sec. 6. The right of people such as magical employees and students to form societies, union and association.
Sec. 7. Private property shall not be taken unless it is asked for by the high court of the Ministry.
Sec. 8. (1) Any person under investigation for the commission of an offense shall have the right to be informed of his right to remain silent.
(2) The use of the three forbidden curse namely Avada Kedavra, Crucio and Imperio to threat or vitiate the free will is prohibited.
(3) Any confession or admission obtained in violation of the Ministry’s letter shall be lightly sentenced.
(4) Any victim of torture or trauma will have rehabilitation in accordance with the Ministry’s law.
Sec. 9. The right of the muggles, including the muggles in the main and other branches, to comply branchial laws for purposes not abridging the constitutional law.
Sec. 10. Private property of any member shall not be used by the Ministry without just compensation unless in judicial pressings of violation.
Sec. 11. In accordance with Sec. 9, Article III, no law shall inhibit unlawful or ultimately forced contract signing or any obligation of contract.
Sec. 12. Free access to Wizengamot proceedings shall not be denied by reasons of muggle degree.
Sec. 13. (1) No member shall be held to answer for an offense without due process of the law.
(2) The accused shall the right to give personal views.
(3) Any eyewitness shall be studied upon his background. Any advertence or anomaly shall be mark as unacceptable.
Sec. 14. No member shall be compelled to bear witness against himself/herself.
Sec. 15. No member shall be punished by political belief.
Sec. 16. Excessive fines shall not be imposed unless approved by the Commission on Higher Disciplinary Action.
Sec. 17. If the person is put twice in jeopardy of punishment or hearing by the same act of violence shall not be given an intense or more intense punishment from the first act.
Sec. 18. The Ministry will hereby give just proceedings no matter the position and or degree the accused or opposition is handling.
Sec. 19. The members of lower position shall be given the right to impeach the members thus higher than them with the due process of the law.
Sec. 20. Non-verbal actions within the proceedings are illegal.
Sec. 21. The branches shall be given the right as the jury to the Wizengamot proceedings.
ARTICLE III
MEMBERSHIP
Section 1. The following are the members of the Ministry of Magic:
(1) Those who are recruited by the 7 pillars of the Ministry.
(2) Those not younger of 13 years of age.
(3) Those of who had read at least 1 book and 2 movies of Harry Potter.
(4) Those who have passed the application exam.
Sec. 2. The members are those who are fit enough to be given the privilege of membership without having to perform any act to acquire or perfect their Ministry membership. Those who elect Ministry membership in accordance with paragraph (3), Section 1 of Article II hereof shall be deemed natural-born citizens.
Sec. 3. Ministry of Magic member may be reacquired or forfeit their membership.
Sec. 4. Ministry of Magic who befriends alien shall retain their membership, unless by their act or omission they are deemed under the law, to have renounced or forfeit it.
Sec. 5. Dual allegiance of membership is inimical to the Ministerial interest and shall be dealt with by law.
ARTICLE IV
LEGISLATIVE DEPARTMENT
Section 1. (1) The legislative power shall be vested by the Heads of the Department of Magical Law Enforcement, Department of Magical Accidents and Catastrophes, Department for the Regulation and Control of Magical Creatures, Department of International Magical Cooperation, Department of Magical Transportation, Department of Magical Games and Sports and the Department of Mysteries.
(2) The Department of Magical Law Enforcement shall be the most important of the various departments, and is a combination of police and justice facilities. The department head will be appointed by the Minister with the express consent of the Commission on Appointments. Its office shall be located on the second level of the Ministry of Magic, it incorporates:
o Auror Headquarters
o Improper Use of Magic Office
o Misuse of Muggle Artifacts Office
o Detection and Confiscation of Counterfeit Defensive Spells and Protective Objects Office
o Wizengamot Administration Office
(3) The Department of Magical Accidents and Catastrophes shall be responsible for repairing accidental magical damage. The department head will be appointed by the Minister with the express consent of the Commission on Appointments. Its office shall be located on the third level of the Ministry of Magic, it incorporates:
o Accidental Magic Reversal Squad
o Obliviator Headquarters
o Muggle-Worthy excuse Committee
(4) The Department of Magical Games and Sports shall deal with such sports-related pastimes as organizing the Quidditch World Cup and the Triwizard Tournament. The department head will be appointed by the Minister with the express consent of the Commission on Appointments. Its office shall be located on the seventh level of the Ministry of Magic, it incorporates:
o British and Irish Quidditch League Headquarters
o Official Gobstones Club
o Ludicrous Patents office
(5) The Department of Magical Transportation shall be responsible for various aspects of magical transport. The department head will be appointed by the Minister with the express consent of the Commission on Appointments. Its office shall be located on the sixth level of the Ministry of Magic, it incorporates:
o Floo Network Authority
o Broom Regulatory Control
o Portkey Office
o
(6) The Department for the Regulation and Control of Magical Creatures shall be responsible of the capture, disposal, relocation, registration, research of magical creatures. The department head will be appointed by the Minister with the express consent of the Commission on Appointments. Its office shall be located on the fourth level of the Ministry of Magic, it incorporates:
o Beast Division
- Centaur Liaison Office
- Committee for the Disposal of Dangerous Creatures
- Dragon Research and Restraint Bureau
- Werewolf Registry
- Werewolf Capture Unit
o Being Division

(7) The Department of International Magical Cooperation shall get wizards from different countries to cooperate and shall regulate international magical law. The department head will be appointed by the Minister with the express consent of the Commission on Appointments. Its office shall be located on the fifth level of the Ministry of Magic, it incorporates:

o International Magical Office of Law
o International Confederation of Wizards, British Seats

The Department of Mysteries shall deal studying with enigmas. The department head will be appointed by the Minister with the express consent of the Commission on Appointments. Its office shall be located on the ninth level of the Ministry of Magic, it incorporates:
o Thought Chamber
o Space Chamber
o Death Chamber
o Time Chamber
o Brain Room
o Hall of Prophecies
Sec. 2. The legislative department shall be composed of seven different heads.
Sec. 3. No person shall be member of the legislative department unless he/she is a wizard or witch, is at least fourteen years of age, and has a grade not lower than ACCEPTABLE (A) in any standard wizarding school.
Sec. 4. The term of office of the legislators shall be ten years, unless otherwise provided by law, at midnight on the thirtieth of July next following their appointment.
Sec. 5. The nomination and appointment of the legislators shall be seventy-two hours before midnight on thirtieth of the month.
Sec. 6. In case of vacancy, the Minister of Magic shall nominate and appoint a wizard or witch with the express consent of the Commission on Appointments, but the legislator appointed shall serve only for the unexpired term.
Sec. 7. The salaries of the legislators shall be 90 sickles.
Sec. 8. A legislator shall, in all offenses punishable not more than twenty years imprisonment in Azkaban.
Sec. 9. The legislators or any of its respective committees may conduct inquiries in aid of legislation in accordance with its duly published rules of procedure. The rights of persons appearing in, or affected by, such inquiries shall be respected.
Sec. 10. (1) The legislative, by a vote of five of the body, voting separately, shall have the sole power to declare martial law.
(2) In times of martial law or other communal emergency, the legislative department may, by law, authorize the Minister, for a limited period and subject to such restrictions as it may prescribe, to exercise powers necessary and proper to carry out a declared communal policy. Unless sooner withdrawn by resolution of the department, such powers shall cease upon the next adjournment thereof.
Sec. 11. (1) Every bill passed by the legislators shall embrace only one subject which shall be expressed in the title thereof.
(2) No bill passed by the legislators shall become a law unless approved by the Minister of Magic.
Sec. 12. The department head shall also be the head of offices it incorporates.
ARTICLE V
EXECUTIVE DEPARTMENT
Section 1. The executive power shall be vested in the Minister of Magic.
Sec. 2. No person may be appointed as Minister unless he/she is a wizard or witch, at least fourteen years of age on the day of appointment, has a grade not lower than ACCEPTABLE (A) in any wizarding school, and a resident of a magical community for at least ten years immediately preceding such appointment.
Sec. 3. There shall be a Chief Warlock of the Wizengamot and Supreme Mugwump of the International Confederation of Wizards which is to be posted by the Minister of Magic.
Sec. 4. There shall be a Senior Undersecretary, Junior Assistant and an Advisor who shall have the same qualifications and term of office and be appointed by the Minister of Magic with the express consent of the Commission on Appointments. He/she may be removed from office in the same manner as the Minister.
Sec. 5. The Minister shall be appointed by direct vote of the seven department heads for a term of fifty years which shall begin at noon on the seventh day of July next following the day of appointment and shall end at noon of the same date fifty years thereafter. The Minister shall not be eligible for any re-appointment. No person who has succeeded as Minister and has served as such for more than fifteen years shall be qualified for appointment to the same office at any time.
Regular appointment for Minister of Magic shall be held on the first Monday of July.
The person having the highest number of votes shall be appointed, but in case two or more shall have an equal highest number of votes, one of them shall forthwith be chosen by the vote of a majority of all members of the legislative department.
The Wizengamot, sitting en banc, shall be the sole judge of all contests to appointments, and may promulgate its rules for the purpose.
Sec. 6. Before he/she enters on the execution of his/her office, the Minister appointed shall take the following oath or affirmation:
“I do solemnly swear that I will faithfully and conscientiously fulfill my duties as Minister of Magic of its magical community, preserve and defend its Constitution, execute its laws, do justice to every wizard and witch, and consecrate myself to the service of the Wizarding Community”
Sec. 7. The Minister appointed shall assume office at the beginning of his/her term.
If the Minister appointed fails to qualify, the Senior Undersecretary shall act as Minister until the Minister appointed shall have qualified.
If a Minister shall not have been chosen, the Senior Undersecretary shall act as Minister until a Minister shall have been chosen and qualified.
If at the beginning of the term of the Minister, the Minister appointed shall have died or shall have become permanently disabled, the Senior Undersecretary shall become Minister.
Where no Minister shall been chosen or shall have qualified, where he/she have died or become permanently disabled, the Senior Undersecretary or, in case of his/her inability, the Junior Assistant or the Advisor, shall act as Minister until a Minister shall have been chosen and qualified.
The Legislative Department shall, by law, provide for the manner in which one who is to act as Minister shall be selected until a Minister shall have qualified, in case of death, permanent disability, or inability of the officials mentioned in the next preceding paragraph.

CREATION OF NEW CONSTITUTIONAL COMMISSION
WHEREAS, Article III, Section 17 of the
Wizardry Constitution provides the powers of
the Minister of Magic to create new
legislative departments, constitutional
commissions, bureaus, and or offices;
WHEREAS, Article III, Section 13 of the
Wizardry Constitution guarantees that there shall
have consent of the Commission on
Appointments after nomination and
before appointment of the wizard or witch to
his/her position;
WHEREAS, to ensure the nominated wizard or witch by the Minister of Magic shall have qualified and that all laws, rules and regulations be faithfully executed;
WHEREAS, there is no Commission on Appointments in our government;
NOW, THEREFORE, I Rufus Scrimgeour, Minister of Magic, by virtue of the powers vested upon me by
the Wizardry Constitution now creates a
new Constitutional Commission which shall be
called COMMISSION ON APPOINTMENTS.
The Commissioner shall be determined until
which time decided by the Ministry.

SAFETY GUIDELINES IN CASE OF MAGICAL ACCIDENTS AND CATASTROPHES
1. Always bring your wand with you.
2. Learn and master Defensive Spells, Charms, Jinxes and Hexes.
3. If underage, stay close to an older wizard or witch.
4. Find and stay in a safest place nearest to you.
5. Should an accident happened; contact the Department of Magical Accidents and Catastrophes at once.
6. If you want to be rescued, send out red sparks.
7. If injured, go to St. Mungo’s Hospital for Magical Maladies and Injuries immediately.
8. Wait for further instructions of the Department of Magical Accidents and Catastrophes.
9. Use Lumos to guide your way in darkness.
10. Use Four-Point Spell to guide your way to North
11. Use Disarming and Defensive Spells if caught by a monster or a Death Eater.

All Constitutional Commission Heads shall be called and bear the position COMMISSIONERS instead the previous one, HEAD.

PROHIBITION ACT ON THE USE OF UNFORGIVABLE CURSES
Unforgivable Curses are some of the most powerful Dark Arts spells known. Commonly used by the villains, such as Lord Voldemort and the Death Eaters and in some cases the Ministry of Magic, their use inspires horror and great fear amongst others. The curses are so named because their use is - except by Ministry of Magic authorization - forbidden and unforgivable in the Wizarding World. Use of any of these spells on any human being can carry a life-sentence in the magical wizard's prison of Azkaban. These curses are thus very rarely used openly.
